Maybe if you weren't stupidly hiding from the "OP" champ, and instead hit him, you would realize he has no sustain...

Slow as fuck. No damage. Huge target for skillshots (Both advantage and a disadvantage) No raw defensive steroid.
These are enough counterpoints to his positive sides that he is not overpowered.
Because naut as a champion does not need a nerf. He only became broken in season 7. This fact means Naut as champion isn't overpowered, it means Riot fucked up somewhere else. CoC. Have your opinion on it idc but S6-S7 masteries are completely broken.
I can scratch off a few of those.
Damage is negligible, honestly. Mobility? Wat? :D You count his ridiculous mana-draining/high-cooldown Q? If he Q's the wall, he loses out on potential to catch you. Let's just remove Garen's silence and his speedup since h has mobility and CC.
Naut's "damage" comes in rotations (EVERY champ has SOME damage and if they can punish your mistakes, they can get that much more damage off). Learn his cooldowns, abuse it when they're down, PUNISH his mistakes. Don't OTP Garen and pick something that doesn't have to go within melee distance of Naut. He has counters, you know.
Lower his W mana cost and uptime, and I'd say he's 100% balanced.
10 second shield is impossible to lane against, because you either blow your damage on his shield and don't hurt him, or he walks up to you with the shield, and smacks you if you ever try CS'ing. His snare auto and Q (if he positions well he can get a free Q after autoing you), as well as his incredibly large auto attack range (I've been hit from like 300 range).
