Addressing Varus

This is mainly about Varus, who is afaik the most picked ADC as of now and insanely cancerous to deal with. Dashing at him is almost impossible thanks to his Ult and is basically suicide. Then we have the common Support who throws Shields and Heals on him like crazy. And then there is the small, little, almost invisible problem, that it is almost IMPOSSIBLE to itemize defenses against him due to his On-Hit build and don't even get me started on his range...

I just dont understand why Tristana is the only one getting addressed so far...I mean see Kog, who lost a good chunk of his W damage (at first at least ._.)

Overall I would like Rageblade to get changed. The Champs that it was meant for are not buying it all and instead it gets abused by ranged Champs for...long now. So what would I change? Make Rageblade charge 8 stacks instead of 6 and let melees get 2 per AA and ranged Champs just one. Back when Devourer was a thing there was a reason why it was changed for melees and ranged (melees trigger each 2. and ranged each 4th) and I dont get why it wasnt kept that way.
