How is ryze balanced?

As having no prior experience about ryze other than playing 3 games with him EVER and watching him in the lcs and seeing brofresco's video about the reworked ryze, i think ryze is incredibly op and will become a freelo/ perma ban champ this patch and patches to come if he isn't nerfed. His e has such a low cooldown and at max rank doubles the damage on your q. I literally played a game were everyone was running from me and it was a 1v5. He is also not gankable as he just needs to w - e - q and gets a shield + speed boost. I really suggest people pick up learning ryze as he is OP atm. When you can 3 shot the enemy adc withought being too fed is outragous and shouldnt be possible. Doing 1k damage wit your e - q combo to someone with some magic resist is not balanced either.

Short: Ryze is op af right now and you better hop on the elo train as he will probably be perma banned

Well he certainly LOOKS nasty, but in the first post-rework game where I saw him, our Brand utterly ate him for breakfast and he crashed and burned in a screaming heap. Apparently Brand counters him or something.

seems legit cause i got a team mate to first pick ryze for me and enemy immediately chose brand, i didnt see how the lane worked out tho because the dude dced and never gave me ryze, so we remade.
