@Riot - Small Heimer buff

Hey all

So as someone who's played a lot of Heimer and enjoys the character, I feel he could use a small buff or two to help him out.

His E costs 85 mana at level one, 18 second cooldown, for a skill that's fairly difficult to land.

His early game is already pretty bad, and with his Ult nerf it takes a while for him to get a power spike.

Lowering that mana cost / cooldown would help a lot in my opinion.
