How are you suppose to fight sylas?

Have not even started farming before he starts harassing me. Around lvl 2 or 3 i can get him low, but he just kind of latches onto me then heals to full health and takes most of my health bar. After that the game is over. He can now stop me from farming, even if he misses his skill shots he will run me down to my turret. Then he starts killing me under turret. Even having my jungler camp me wont work all the time because sylas just dashes away or steals my junglers ult then runs us down.

The only thing i can think of is having my jungle hard camp me, playing something like heim and sit under turret all game but then he controls farm and my exp. Or perma ban him. But that leaves room for someone to pick diana.
