Snowballs are broke AF in ARAM. Remove them.
There are WAY too many movement items. You do not need to give everyone a spammable true damage Lee Q.
Remove it. Your idea was bad. Whatever dev put it in is bad at their job.

What is all this "giving melees a gapcloser" bullshit I'm reading? It's abused by champs that already have mobility, not melees without gapclosers, AKA "the champs everyone rerolls."
It was fine in Poro King. It's not fucking fine in ARAM. Remove this horseshit from this game mode.
The damage it does is negligible and it makes melee champions without a gapcloser actually viable in ARAM. Before snowball, it used to be "whoever has the most ranged poke champs wins"/"whoever got ziggs, velkoz, and xerath wins", while if you were, say, an udyr or an olaf, you literally couldn't do anything or you'd just get kited and poked down.
When it came out it was hilariously broken on a 20s cd and double the range with all the damage upfront. Now it's perfectly balanced for what it was designed for, giving melee champs a gapcloser.
It was actually a pretty good idea in my opinion.
