But, can anything be done about pre-game chat trolls? NOPE, of course not.

Actually, this is probably reportable. It'll add to his report numbers, and, if this behavior is frequent, will merit a review and possible punishment.

Yeah, it won't show up in the chat logs, but the system will notice if a player with fine logs is reported reliably in games for other behavior (you can type what he did, after all), and that may result in a manual review of the account and a discovery of the behavior.

Well, declining a trade and rr-ing the champion really isn't a punishment worthy offense. There have been times where I have done that because I don't want to play champion X nor champion Y that someone wants to trade me with, but would rather have champion Y on my team than champion X.

I don't know what your intentions are. There have been plenty of times where I traded with someone (at their prompt) and then they rr'd the champion after I agreed to the trade.

I'm not sure if it's punishment worthy on its own, but he communicated intent there. I'd report with a note about what was said in pregame.
