Can we just rework all healers?
Healing/shielding scaling off of the same mechanical requirement as damage is the literal worst thing to balance.
Sustain lanes, as you've always as a development team said, are bad for the game.

What is the problem you are talking about here? Are you having trouble with every healer?
Grevious wounds needs to be removed before we get a solid rework on healing in general.

They are nerfing soraka now, so no rework needed.

Only Soraka is an issue. Nami and Sona's heals cost so much during laning that they literally cannot afford to be a consistent sustain lane without OOMing in like 5 seconds. They at least need to invested in 2 mid rank mana items to have their heals be able to contend with burst. Soraka just needs to have her Infusion shifted from a flat heal to a Heal over Time. An HOT is much easier to counter than a flat burst heal. Wish can remain the same since it's an ultimate and on a long cooldown, but the balance for her definitely needs to come in on changing W.
Current sustain lanes are too strong vs poke relative to how weak(they aren't) they are to all-in.
If heal is supposed to be about sustaining then why is it instant health? That is just a better version of shield because it doesn't go away. I vote for healing to act like a potion and give increased regen.
