Give Ryze a buff/minor rework

Ryze is the most reworked champion in the history of the game, because riot can't seem to get him into a balanced state (and a bunch of other champs), but ryze is a posterboy for this game, everyone knows Trashuo, Zed and Ryze even without playing the game. But one of these bois has been left to the dirt for many months now, he even completely disappeared from competetive gaming with plenty of pro players stating that he is not worth using anymore. He even has a 48% winrate in plat+. He is a lategame mage carry in a meta where games last 20-30 minutes in general, his obnoxiously bad early game keeps him from ever reaching that lategame, as if that wasn't enough, some champs do his things better than him. Buff his early game or rework his ult, make him useful. I mean c'mon, you decide to give Riven big buffs when you give her a skin but not Ryze? Uncool Riot [slayer-jinx-unamused]
