Why the rage about DH?

Nobody said a thing about it for the entirety of S8, it was taken only as an Electrocute replacement when that got nerfed. Come S9, the scaling got NERFED, it became harder to farm but everyone suddenly goes berserk about how broken it is. Well, the base damage got buffed by 20 at all levels which I guess might be something, but the AP scaling got nerfed, the soul ratio got nerfed, and the stacking difficulty increased. While people were regularly running around at ~100 stacks at 15 minutes with the old DH from just diligent farming, the equivalent, 20 stacks of the new DH, is near impossible unless you got fed to high heaven within that time. With the base damage buff, if not worse, at most it would be somewhat equal to the old DH. Why the sudden rage at it?

I tried it a couple of games, except that cool, it's accessible to more champs now but the damage was actually bad compared to skillful use of the old DH.
