Do you know what Jayce needs ? (Other then nerfs)

A Rework Jayce is one of the worst champions to balance in this game. He is either in the meta (Like now) shredding tanks and bullying the living crap out of every top laner , or he is as far from the meta as possible , getting run over by carry top laners , and losing to tanks . He is either a assassin with massive poke or a champion without a reason to be picked. That´s my problem with him , he goes from zero to hero and back to zero.
