It was just a joke. He's referencing how players find things that weren't intended or expected but was abused to become overpowered (Hi ezreal).

I see the agenda behind some of this with Grevious Wounds and it upsets me. Sometimes it seems like Riot will not stop till the best heal you get in the game will be biscuits or red potions.......

Idk it's certainlyt, can't really trust him to be "joking". why else would he keep making op champs that need months of nerfs or even whole kit rebalances for whole classes of champs.
