Don't show patch notes for 2 patches

Now hear me out.

I think too many people have gone full meta-slave in this game. If Riot made changes every patch but just didn't tell us, more people would try out more champions and we'd finally get more champion diversity. Did Azir finally get buffed? You'd see more azir players. Did TF get buffed? You wouldn't know so you'd play him. Some players would probably rotate through the entire roster to get a feel for the changes.
