Perhaps soraka needs a change

Rejuvenation Heal power heals every 0.5 seconds and grants 10% bonus movement speed when not moving towards enemy champions.

Heal Per Half Second:» 7 / 8 / 9 / 10 / 11 (+ 5% AP)

this is kind of ridiculous for leagues premier healer, with as little as 850 gold and the cosmic insight rune the cooldown is reduced to 4.25, another 800 gold after that and its down to 3.75 which is pretty fast especially considering how easy it is to hit people who are in range even with the max range 1 second timer easily make starcall the single most aggressive ability in botlane

i believe it should be target range 900-945-990-1035-1080 effect radius 235 cooldown 14-12.5-11-9.5-8 Active: Soraka calls down a star at the target area, landing after 1.2 seconds

double the rejuvenation heal base amount to compensate for the increased cd

i believe this change would better suit soraka's identity as a healer rather than a super aggressive poke support while actually making her laning phase safer

additionally:

if her silence were to be removed and replace with a heavy slow like 80-90% but in a shape similar to zyras q popping after 1.25 seconds for a 1-/1.1/1.2/1.3/1.4 second stun if they have been hit by her q in the last 2.5 seconds or prolonging the slow for an additional 2 seconds at half strength would help reduce the feeling of helplessness most people feel when fighting silence based champions while making her cc more rewarding to land and more useful in larger fights it could have an interrupt similar to kassidins q for channeled abilities

the heals would be fine with these new changes so i don't know what would or could really be changed about them without screwing with her healing identity
