Heimerdinger needs to be reined in.

57% win rate in plat and above games. His turrets perma-slow you with Rylai's, taking away that skillshot "problem" he's got. He's got the highest win rate right now period and has been in the top five for *months *and yet nobody plays him so banning him isn't worth it.

He's gone ignored and yet ruled mid lane in soloQ for far too long, it's about time he got nerfed.

I'd rather just have them fix his turrets so they don't apply spell effects.

Last I checked, only the lasers do that. Dodge or bait.

And how exactly do they manage that when only the lasers apply the slow?

EDIT: Just played a custom to test this. The wiki needs to be editted. Turret AAs are applying what appears to be a 20% slow, consistent with the 'summoned minion' line of Rylai's tooltip.

The laser is the only attack that applies spell-effects but Rylai's isn't a normal spell effect. It explicitly can be triggered by pet attacks, such as Elise's spiderlings or Heimerdinger's turrets.

Have you actually tested this, or are you basing it on the text of the item?

It literally says it on the item.

And Heim's turrets literally say they don't apply spell effects on basic attacks, which overrides it.

As of right now turret aa's are proc'ing the 40% slow. Regardless of text.

Mathbalnase3 votes

The turrets are applying a 40% slow on the lasers. The AAs are applying a 20% slow.

About that...

http://leagueoflegends.wikia.com/wiki/Elise The Spiderlings attacks do not apply spell effects. The Spiderlings attacks do not apply on-hit effects.

Elise's Spiderlings say the same thing and I know from using her that they do apply Rylai's.

Just tested personally in a custom. Turret AAs are applying a 20% slow.

It's like you guys have not read rylais. It literally says minions apply a twenty percent slow.

Mathbalnase1 votes

Pre-rylais rework some minions did apply the slow. Other minions did not. That was the way of things for several seasons. It was not an unreasonable reading of the ability to assume that it only applied to those minions whose attacks applied on-spell effects just as it applies only to those more conventional abilities that apply on-spell effects.

Well let's see. His turrets count as a pet and Rylai's says that dots and pets apply a 20% slow, so using the Socratic method it should be pretty simple to deduce that Donger's turrets do infact apply a slow when Rylai's is built.

Mathbalnase1 votes

The item also says that damaging abilities apply a slow.

And yet we don't expect that, for instance, a MF Q will.

From what I've seen, spiderlings don't apply Rylai's. They're the only pets I can think of that don't, though.

EDIT: I can see you posted elsewhere saying you've tested that, let me take a look for myself.

EDIT2: Wow, you're right. I can't believe I missed that before.

New interactions started in 5.13. Quite easy to miss for those of us who don't 'main' an affected champion.

Well honestly I tested it specifically when the AP item changes hit the PBE. It could just be that the changes weren't correctly wired up at the time, however.

It is almost like rarely played champions have higher win-rates than usual.

I agree with the Rylai thing though.

Win rates aren't everything, especially when (as you said) no one plays him. A low playrate means that the winrate is going to be unreliable, since only people that are good with the donger are going to be playing him. There's not a lot of newbies picking him and dragging that winrate down like a lot of other champions.

Contrast this to Lee Sin, who before the tank meta had a very high playrate and a very low winrate. This did not mean Lee needed buffs, it simply meant that tons of players, especially those not experienced in playing him, were dragging his winrate down.

Win rate can be a useful tool for determining a potential problem champion, but it should always be looked at in context and certainly never looked at alone.

It wouldn't be so bad if he weren't Heimerdinger. His hair and the way he walks is just so aggravating to get quadra'd by
