Getting right to the point, 
jungle sucks right now, and its pretty obvious why.
Last seasons she finally saw some play when feral flare was a thing and power farming junglers were in vogue, but now the jungle is seemingly designed to punish her for her inherent weaknesses.
Right now, anything without some kind of sustain or shield can barely survive the first clear, and being sent packing from the jungle more frequently means less gold. Junglers need to have sustain, and they need to offer ganking power, cc and utility to make up for the gold disparity. So suddenly we see more 
and less 
. (but dont worry, we will never see less 
)
Shyvana lacks any form of innate sustain, lacks crowd control and utility. She gets thrown on the pile of junglers that dont fit in Riot's strict jungle meta.
tldr: Fix the freaking jungle already.
