How about removing Mana as a Resource for Olaf?

It's a quite simple change that would fit thematically.

Remove the mana cost from his Vicious Strike and give him an "Axe" resource that he has to manage for his Underthrow.

Basically, give him an "Axe" resource bar that fills over 12/9/6 seconds at level 6/11/16.

If Olaf throws an Axe, the bar is consumed and Underthrow gains power depending on how much of that bar was depleted.

Underthrow no longer slows and deals less damage than live now.

But if consume 0 - 49% of your Bar, it doesn't do anything

If you consume 50 - 69& of your bar, Underthrow Slows (just like it does now)

If you consume 70 - 89% of your bar, Underthrow deals 50% Bonus Damage.

If you consume 90 - 99% of your bar, Underthrow Slows, deals 50% Bonus Damage and gains 33% Bonus Armor Penetration.

If you consume 100% of your bar, all the Previous Bonues are Applied and Doubled.

Olaf will only generate the bar when Underthrow is off cooldown. Grabbing an Axe now instantly refreshes Underthrows cooldown.

This gives Olaf more depth with a different mechanic that affects how good his Underthrows will be, which is his core ability anyway.

If you just spam Axes, they will be weak and useless. If you let them grow, they will be devastating.

This also provides more counterplay as Olaf isn't able to permaslow you anymore until very late game.

Ok, first off, how "Viking" is for Olaf to be carefully aiming axes to try to poke people? Vikings don't sit around and poke every once in a while. Vikings jump on faces and murder people. Thematically, I don't really think anything could be worse than encouraging an axe-poking playstyle if our goal is to have Olaf feel vikingish.

Whatever small thematic advantage "Vikings don't use mana" has is overriden by how absolutely not-viking it is to stay away from enemies carefully aiming axes and waiting around for a bar to fill up before poking him. Vikings don't think carefully and act slowly. They think violently and act recklessly.

Second, this doesn't really support Olaf's gameplay needs. The rest of his kit is heavily based around sticking in melee range, and the current slow is the primary mechanism he uses to accomplish this. Just tossing it out really cuts down on his ability to chase someone down and actually get kills. He's built for sustained melee fighting. His W, E and R all aim towards that goal, and his Q currently does too. We shouldn't hurt that aim in favor of adding a new and frankly non-thematic mechanic.

We had an Olaf that felt like a Viking once.

But then Riot threw him into the shitter and now he feels like paper whenever he ults.

So, let's not make it even worse right now.

worse? it would only make him better.

It would make him worse both thematically and balance-wise. He'd feel less like a Viking and more like a coward, and he'd also have a Q that didn't support his actual kit, which would hurt him balance-wise. You're severely underestimating how vital that slow and chasing damage is to him at all stages of the game.

If Olaf needs fixes, there are better options to pursue. Preferably ones that don't make him into a pansy.

Mana is what makes champions stronger and if he doesn't use mana he will have to be weaker because it is infinite.

This idea has been proposed once but it's not really needed.

Not to mention it's a nerf to olaf since you'll be getting gated by this new resource, and since you'll be getting a frozen heart somewhere it's 100% a nerf
