Can someone explain to me why champion with low cooldown gapcloser (Q) and 
on his core build (5% MS and 
passive) is allowed to have 350 base movement speed?
This is so annoying when you can't really dodge his counter strike cuz you always have lower movement speed.
He doesn't carry a weapon that would otherwise slow him down.
Apparently lamp posts don't have weight.
