He's weak and regardless of how you look at it needs buffs. He doesn't compete anymore literally, even if he's the most popular jungler. All other junglers destroy lee, literally and statistically; he's bottom of the barrel. Plat players that have over 125 games on him don't even break a 50% win rate.
These aren't huge buffs, just something to help him out, him building almost no CDR and tempest on a 9 second CD is tough

Ok but seriously; Lee has some of the highest base stats. Is manaless. Requires VERY low skill to use. Has one of the most overpowered ults in the game. Scales better than 90+% of the cast.
Lee does not need buffs, he needs nerfs.
