But yeah, Vanguards seem to be in an odd place recently where they're doing high damage in addition to their raw damage soaking and crowd control.
On someone like

or other wardens it makes sense to deal big damage, because they don't have the strong engage or chain cc of Vanguards. Just like Juggernauts, their power budget is larger because the utility they bring is less than that of the engage tanks.
