well the whole point of a marksman is to have a range autoattack with no downtime. Blame riot for not enforcing range restrictions on these items that are "intended" for other classes.

This in a nutshell.

ADC items are meant for ADC's only because they scale with AD, AS, and Crit chance. When you have ADC's who don't scale as well with AS or with Crit chance, they have to look to other items.

But the thing that annoys me about this conversation is the whole generalization of the issue. Lucian doesn't scale super well with AS, and does a lot of damage with his spells. So he benefits a lot from Armor pen. And Jhin in my opinion, could almost be designated as an Assassin, with his kit. (In he sense that he's a sniper) But those champs do well with Armor pen, and all of a sudden, ADC's as a whole are Guilty.
