A new feature. Ranked dodging.

We need a way during ranked, to bail during champ select without losing LP. Something that can be tinkered with to prevent abuse, but something that lets us say "oh, i have to do something, actually" or "oh, i wanted to try veigar, but i forgot to buy veigar", or "Theres already fighting and its only champ select, this is going to end bad."

I feel that this should be a voting system, 3 out of 5 people just agree (3 because of premade duos). Before the vote begins, a reason must be given. This reason will be displayed when the vote begins. So if you begin the vote and you say, "Dodge cuz troll vayne." All players will have an opportunity to vote yes or no, with "dodge because of troll vayne" showing up on the prompt. This prompt will be unintrusive, and pushed to the side, so as to not mess up someone who is currently picking a champion, or is trying to read/change something.

This system will have heavy abuse systems in place, or be checked regularly, such that someone who says "I got to go to an appointment" and then joins a match 5 minutes later will receive a cooldown from ranked, and/or their privileges to this dodge system revoked. You should also only be able to initiate 3 of these votes per 24 hour period.

Someone who is currently participating in their series for promotion can vote in one such prompt, but may not initiate one themselves. This prevents a handful of things, starting with team seeding, and ending with "Play the hand youre dealt."

This also gives a whole new array of punishment for people who afk from the start, since they had a whole draft section to dodge. Naturally, the current dodge system (closing the client) will still be in place, but I feel it should be more strict should this system be implemented.

Give me some feedback on what you think about this system, different tweaks you feel would make it harder to abuse, and how you feel it would be used!
