I disagree with the premise completely.

All abilities cost SOMETHING. Mana, health, or whatever. No one should get a free ride. Its ridiculous and obnoxious to see a champion spam abilities withouth ever having to consider, tactically, what might happen if they run out of mana and they are too deep and get caught.

No champion should be free from that worry, unless the trade off iis like...10 percent of your health to dive to safety.

Basically, all Riven mains can go die in a fucking ditch.

Riven is melee and not any sort of tank. There's your tradeoff.

If anyone is spamming abilities, take them down when they're on cooldown.

while i do find manaless champs obnoxious, there are admittedly a few trade offs. Mana items all are inefficient cost wise since you are building stats you cant even use for example.

Riot does need more and better ways of making it more fair tho I agree.

They pay for it with cooldowns. Most of these champions rely completely on their abilities to function (Riven) so just punish them after they use their spell.
