I don't know why people don't use this item that much... Because it heals when you shield people, normally pokey supports start actually giving sustain, and pairing it with makes for quite a combo...

Well the stats are nice, and it's always a nice bonus to heal someone if you can only shield. The mana regen to AP, plus users of this usually build Healing and Shielding Power items.
