Why does Anivia's ult have an initial mana cost alongside the per second cost?

It seems really weird.

Like, at level 6, it will cost 75 mana to cast it, but the per second cost is like 50 mana.

Could we give a little buff for Anivia and take away the initial cost or just lower it to the cost per second?

I dunno, it just seems really out of place.

It's to prevent people from toggle spamming it. A core Anivia tactic is to catch someone in her undodgeable R then tag them with her E for the double damage. (Frostbite)

Don't most people do that anyways?

They do, but the initial cost means they actually have to pay for it.

And how much worse would it get if not for that initial cost?

Is it really that bad though?

I mean, if she just put down her ult, E'd and then turned it off, she just lost some of her DPS and zoning tools for a few seconds. She more vulnerable after that. Some of her damage is down and you can go in on her.

I'm asking is all, sorry if I come off a little hostile.

It IS that bad. Anivia would be oppressive as hell in lane. The whole thing about E is that it's hard to apply Chilled. If R suddenly only costs a measly 50~100 mana then there's no downside to maxing out her E first.

You don't max E first?

Sometimes people max out Q for long ranged /AoE harass under tower, but that wasn't the point. One of Anivia's weaknesses is how mana hungry her R is. Reduce the initial cost on it and she suddenly becomes that much stronger in lane and can harass that much more.

It's an incentive to place down an ult and keep it there instead of spamming it.
