Actually, it's supposedly a very long cooldown. Around 90s at rank 1, and going down from there. It basically has the cooldown of an ult.

What riot is trying to do with this is form ashe into the premier utility based adc, so with this added function, she is trading a good amount of mobility and damage for utility. So far everything I see for ashe seems to really be an improvement for her while not pushing her towards the op spectrum of things .
