Can we rethink that number of devouerer stacks Rift Herald gives?

Context: on the PBE, rift herald now grants 2 devouerer stacks instead of 5.

Instead of Having dragon give 5 and herald give 2, can we have both of them give 3 each? 4 each? If we're looking to keep the same total stacks for both, then have dragon give 3 and herald give 4. I think it makes sense to have more close to even stacks granted from similar objectives, and doing this also helps keep devouerer junglers on a more steady path, not getting too many stacks at once and not falling too far behind if they manage to grab one of these pretty major early game objectives.

Reducing Herald stacks seems reasonable. Herald is way easier to kill than Dragon (with two people).

At 5 stacks, that's a lot of advantage to give a devourer jungler for some pretty small risk. If you know the enemy team is at dragon/rift herald, you can just go for the other with little to no contest, at least, no contest from a champion with smite, which gives you quite an advantage. Considering the state of devourer already, those stacks have the potential to be incredibly potent, and if Riot is going to keep devourer they're going to have to be careful about what gives devourer stacks, and how many stacks it gives. Since sated devourer is so potent right now and so ruinous for towers, it's safe to say that this change was probably made to give a non-devourer jungler more of a grace period before a champion like Xin can just shred a tower by split pushing for a few seconds.
