No more 4-Win IP Boost?

Sooo as most of you know, you usually get a 4-win IP boost after verifying your e-mail after creating an account.

Well...since the new Client Update, after creating a smurf account, I haven't received the IP boosts. Is this a bug, or did they permanently remove the IP boost?

I got the boost, still using the old client. Might have something to do with it, or could be an isolated incident.
