I know there are self cleanses like the summoner Cleanse, and GP orange, but are there any abilities that allow you to cleanse a teammate?

No, but there is item 3222 (and item 3140 but that is only for yourself).

Soraka was going to get that during one of her reworks but Riot scrapped it and kept her current ult.

Morgana's black shield I think did that a long time ago.

But other than that I don't think anyone else had a cleansing ability, as mentioned above mikeal's item is the only thing that functions like so.
