Fiora is too strong right now
She needs a love tap. Make her q's cd only reset if she kills minions that way she doesn't that lane chase happen. She's been a bit too strong for a while and even Fiora mains agree.

Not really. Sure she's strong right now in the meta, but not enough to warrant nerfs.
The new thornmail is going to weaken her quite a bit. They're looking for nerfs on top of that too but not to her Q which honestly isn't what should be nerfed since it's the core part of her gameplay.
