If you take the upgraded smite that allows you to smite champs

You should be able to steal the enemy jungler's jungle powers that he gained from smiting jungle monsters.

Umm, no?

You should get it on kill, I would agree with that. The champion smite advantage is already large enough if you encounter each other and he doesn't have it as well. So you think it's fair that you get bonus damage on him, and either reduce his damage or slow him, and on top of that get the buff he used his smite for? That seems really unfair. The champion smite is a large enough advantage already, if you can't kill him he deserves the outplay.

Just a thought (I'm completely in agreement with you on this) but what if it disabled the enemies jungle buff for 3~5 seconds? I'm wondering if that might be too much or not. Haven't really jungled on the PBE much so I can't really say if its already op or not.

I haven't either. From the sounds of the effect, they're very useful. I mean all damage reduced by 20% on the person you hit? If you can't kill him like that, why should you be rewarded with his buff for trying (or even just disable it for a bigger advantage).

I'd say if a bit in to the season the farm junglers who don't take a champion smite become the meta and champion smites aren't used (which based on s4 just won't happen), then disabling the buff for a portion of the fight may be a cool way to balance things. Similarly if champion smites become meta, perhaps making the buffs scale when using a non champion smite could also balance things. Point here being, what they've done is given themselves a lot of good options for balancing the jungle without nerfing/buffing certain champions - exactly what they wanted.
