Should HP per Level go up slightly across the board?

A small amount.

The power can be removed from items like Locket and Redemption without removing the ability to "save" carries. These items are extremely strong true. But even if they were noticeably weaker they'd still feel "necessary" and desirable. And that's the problem I think. They could be 2/3rd's as strong and we'd still want them every game before at some point they suddenly become "Pass" and the people in that timeline just have to live in that world

This is also to counter a lot of "base" damage added to the game over the years item 3153 through item 3071 items item 3748 and masteries (+ Fervor of Battle/Thunderlords)

Over time I might say AD/AP have been taking the hits when making fine balance changes. AD/AP items lose their raw stat powers when fine tuning. The stuff that always seems to be strong the past couple years comes from special effects that multiply or give you free base damage (and shore up undervalued defense), and less power from your champion itself and his AD/AP power

And I don't hate assassins. In fact I think they get shafted a lot through items and the amount of peeling power in this game and often cope abusing bruiser items themselves. Their true assassin itemization when they're building full glass damage should be bolstered slightly as well.

The minimum bar for claiming kills tend to very low. And it should be. Right now Riot endlessly tries to shove everything under this low bar. I'm just saying maybe the absolute lowest the bar should be should move up a tiny bit while taking the power from Locket/Redemption and hybrid offense defense items. I mean these things feel very good and it's actually important that they do but don't you think it's kinda old how even mages sometimes have to build like offtanks and ham playstyles is just troll cheese stuff? :)

I see that's sorta the direction with the mr/level for everyone coming up soon. But maybe it's not just an AP problem..?

Of course easier said than done and anything drastic is gonna break the game for a while

And for you fighter class players out there, I'm of the opinion that many of those champions need direct buffs themselves and that overly efficient itemization isn't a solution if assassins do it faster or if ranged carries take them and are simply better protected (therefor make better use of every shred of life such an item gives rather than a melee trying to do his job)
