Teemo Idea?/Suggestion?

I have been witnessing lots of Teemo's going top lane and bullying extremely hard in lane. This is mostly due to his Q, with no minions being a problem, it's an instant poke. I was thinking of a little re-balance because people absolutely hate Teemo, (in my opinion I think he is balanced) so what I was thinking, why not do what we did with Veigar and Quinn? Let's make it a skillshot! groans from the readers I know, I know it isn't what people want, it is easier to point and click but it would also create a little more counter-play to him (adcs, bruisers) but no one can 1v1 Teemo (people who rely off of basic attacks) so if it is a skillshot, it can be dodged and make it able to counter teemo! Let's look at some Q Changes

Old Q: Q- Blinding Dart CD: 8 sec DMG- 80 / 125 / 170 / 215 / 260 Blind- 1.5 / 1.75 / 2 / 2.25 / 2.5 (+80% of Ability Power)

New Q: Q- Blinding Dart CD: 7 seconds DMG- 90 / 130 / 185 / 220 / 280 Blind- 1.25 / 1.70 / 2 / 2.5 / 3 (+75% of Ability Power)

See buffing the damage isn't as irrational as it sounds, making a Q harder to hit makes greater reward when you do.
