Varus was not made to be an ADC to begin with. He was actually made to be an AD Mid laner, like how people were recently playing him in ProPlay. He was never meant to be the typical Marksmen and Riot has mentioned that, which is why they never made any changes to him when he began to dominate the mid lane and also why they've never given him incentive in the form of buffs to go a more AA based build.

Then they should shift his kit to a full AD caster, no more useless passive, or blight stacks.

Not leave the job half done. They clearly wanted Varus to build attack speed, his W is there for that. They just need to shift him into a proper direction, want him to be an AD caster? murder every part of his marksman kit and replace it with better abilities that complement his AD caster side, instead of leaving him as a shitty ADcarry and an average AD mid who only spams Q.
