Most ADC's can abuse all on-hits, it just isn't better than Critical strike modifiers.
Everytime Crit isn't as good on an ADC, they build on-hit and become extremely powerful. Varus and Kog being large examples.
Trying to justify Ezreal abuses on-hits is only because he's nearly locked to build them regardless. But without it, he still can't abuse what their existing conditions are nor the critical strike modifiers that replace it.
