One of the aims of his rework was to establish a kit where players could choose an ult upgrade based on their situation, not the "meta choice". Personally, I haven't felt like this is the case and have pretty much had the same upgrade path regardless of the update. Is there data for what people choose? Was this part of his rework successful?
Unforunately no. Most websites use top percentages and R is extremely rare to evolve and tends to not show up in these percentages. I'm sure somewhere it'll show R frequency but most of the known reliable sites around here don't see to provide that info clearly.
If you want to know what players evolve the most, yea that on op.gg / lolskill. Generally players evo Q>W>E, or Q>E>W if they are full assassin and snowball. Usually R is never evolved. Sorry if I misunderstood what you were looking for exactly.
