Silence doesnt silence every summoners

When a champ is silence they are not allowed to use abilities nor movement spells like flash or ghost. Respectively they should be able to cleanse, but they are also able to heal/barrier. It is very annoying and makes no sense of a game mechanic when some summoners can be used and others cant.
