is there a way to "practice" PvP???

What I mean is, bots can't really prepare you for PvP since you're scripted to win no matter what. And in most cases, when you do play with other players, you'll get paired with smurfs who know exactly what they're doing and have been playing for years. So is there a way for "less capable" players to play together without veterans getting salty about their losses? (example) : random melee champ gets double teamed by random long-range champ 1 and random long-range champ 2 and is suddenly flooded with salt

Best way to learn pvp is custom mid/top 1 v 1 with a better player

Normal PvP games are really the only "practice" you can get with playing with other players. It's frustrating at first, but it's more of a time thing. Try to look at what the veteran players do (except for flaming or insulting etc) in order to learn how to be better.

When you first start out, there are tooooooons of smurfs. The frequency at which you run into them should drop a lot the longer you keep playing; hopefully you'll notice that soon.

But for your goal about learning and avoiding negativity: Be very liberal about using the mute option! (In game, hold tab to bring up the score card, and then click on the microphone image near a player's name to mute him/her.) You don't want to always mute everyone, because then you'll miss the genuinely nice and helpful people and potential new friends. But if someone says even one offensive thing (in champ select or in game), just mute him/her immediately. You'll be happy for it! (Seriously, don't be toxic back. Mute. Mute mute mute.)
