Taliyah's Q only costs 1 mana on worked ground because of the way it previously worked. Before the changes when Taliyah would cast Q it would initially cost the full Q amount, but refund it partially if the cast happened on worked ground. The change to 1 mana was a tiny buff, as it essentially served the same exact purpose, but now allows players to cast a single Q even if they don't have the mana for a full Q. I like to see it as more of a QOL change for her.

Gangplank's barrels are completely different.
