Ironic that you're saying this with "AP Ezreal is OP" as your name. It scales fantastically with AP, gives a weirdly decent boost to allied champions when sieging towers and can hit people regardless of minions.
It really doesn't matter to me personally, Ezreal's Q is a low cooldown spell with decent range and speed with very little mana cost, that applies on hit effects and has a built in CDR reduction to his ult. A spell shouldn't have that many effects, let him have a 'horrible spell' (as you put it) if it means he can keep that monstrosity.
