Riot when will you show some love to Bronze-Diamond and solo players.

It would seem riot only cares about high elo players and people who play with friends in groups of 2+. When is riot going to do something for low elo and solo players? I mean you cant deny that there is a group of people in low elo who only play solo, where is the incentive to stay and play the game? Is riot basically saying they dont care about low elo solo players? It would certainly seem that way.
