i feel as though i get some pretty rare skins for champs i dont play and have no plans to pick up, and would hate for them to goto waste

Nope. Riot can't allow that because unfortunately it would lead to 3rd party websites selling skin shards for real life currency that undercuts the RP store. Like selling legendary skin shards for 99 cents or something.

Probably not as people would create smurf accounts to trade themselves skins and create black markets for them.
