Fun little fact, the PBE Fizz changes are a nerf to BOTH tank and AP Fizz (until 375+ AP).

Tank Fizz needed base damage nerfs. He got them.

AP Fizz didn't really need nerfs at all. Base damage nerfs still nerfs AP Fizz. So the solution was to give scaling compensation. Weaker early, stronger late. Not necessarily optimal, but not that bad and it still solves the issues of Tank Fizz without overly harming AP Fizz.

Tank Fizz will be weaker at all points in the game regardless of how many items he has. AP Fizz will be weaker until he gains over 375 AP (breaks even at 375).

Fizz's standard build items do not have that much AP relatively compared to higher pure AP items, because he goes for utility or effects instead, such as Zhonya's, Protobelt, Lich Bane, Void Staff, etc.

AKA getting to 375 will take a while.
