Why doesn't Riot just make scheduled SoloQ?

Similar to what they are making with 5's. This way they can keep their precious DynamicTrash and allow us solo players to have what we want for certain times of the day. I mean I know they said they don't want to bring SoloQ back. Also what's with the teleport nerf? Thanks for the Jarvan buff though.
