Why not just release separate patches for Competitive League of Legends?

Just some food for thought, but why doesn't Riot just release separate patches for the comp league scene?

It just really doesn't seem like it's easy for Riot to balance out the Pro scene from the Solo scene. I mean just look at Ryze. Here's a quote from RiotRepertoir that I grabbed from an AskRiot:

I do doubt that Riot would go ahead and separate the balance team to try and make two completely different version of League of Legends, but it would just be nice to see them put some thought into it, to go ahead and make the game easier. Invest early with hard work to get an easy life in the end.

Maybe it's because I am a Dota player as well, but having things balanced for those who know how to play the game is astronomically better and healthier for the game than having it balanced for those who....I'll give you an example: LeBlanc mid pings SS on Akali twice (habit) Akali goes bot through a scuttle ward, then clears a vision ward, while LeBlanc keeps pinging danger to her bot lane Akali double kill " /all Report mid, noob no ss" - Varus.

Do I need to say more? I'll quote a Dota coach: "If you want the skill of the community to Ryze, you need to raise the skill of the lowest players, sometimes even forcefully" (that pun was intended by me, not the coach)"

Coding is not as easy as you might think it is. Not to mention they would have to make a client for each group. Also when is it decided that you need to get off the normal client and move to the pro one?
