I think the reason Frozen Mallet, Rylais, and Ashe are popular is due to this...

The swiftness mastery from Season 5 was pushed far below on the resolve tree.

If you recall in season 4 or 5, the swiftness mastery was made a tier 1 mastery. Ashe's slow was so weak and received a rework later on. Later on 5.13 - the first mage item rework, Rylais was buffed with increased slow due to the popularity of the mastery and as a source of cc for immobile mages( between low regeneration and swiftness - pretty obvious choice). Mallet was buffed in the beginning of Season 6 and received a great build path.

Anyways, fast forward to today's mastery system and swiftness demands a decent point investment since tenacity now comes with that package. So, we have a stronk slow from Mallet and Rylais and an Ashe who loves the fact that no one worth killing can get swiftness (although this isn't exactly bad).

Rylia's was always popular on casters... The slow allowed them to pop off more abilities on their target... Casters like Taliyah, Aurelion Sol, and Azir always use Rylia's to keep them in range..

Frozen Mallet was a goto for Tanks to slow down adcs, assassins, and bruisers. I personally always build it on Braum, Sejuani, and Illaoi.

Ashe has partly become popular because of her new Project Skin... And she had seen a slight rise in popularity since last year (from my own observation).

isnt the problem more so that riot has a hard on for sustained burst? I mean... look at talia compared to orianna or lux. their damage doesnt come fast and furious with low cooldowns and lots of long lasting abilities.

the reason why rylais is very effective is because its one of the best AP items (100AP) AND the meta favors champions with sustained burst damage.

Taliyah also has the weakness of leaving worked ground behind which weakens any further Qs.

no he means things like late game adc's or armor pen adc builds. or mid lane mages with low cds like azir or viktor or taliyah.

Yup. Sustained burst damage is burst damage on low cooldowns; talia, for how much damage her Q does (and her Q is isolated from the rest of her kit) it is most definitely sustained burst. Viktor has spammable Qs which lead to EWs. Cass has twin fang.

then look at someone like ziggs or xerath. they, even at 40% cdr, dont make effective use of rylais because they have such high CDs and such wimpy hit boxes. Legit. its harder to hit a xerath Q and a ziggs Q than it is to hit a talia Q or a lee Q.

well ya thats broken. katarina has a 20 second ult with 45 percent cdr. So if she getrs a kill with it, 15 seconds are reduced form it and she can ult againt 5 seconds later.

Katarina is an assassin though. But to be honest AP needs a new item and rylais needs a nerf.

ASHE GOT STRONGER DUE TO SOME OF THE OVER POWER FROM MASTERIES. BEING ABLE TO HAVE A NET GAIN OF 1.5% MORE DAMAGE PLUS FREE 2.5% DAMAGE FROM OPRESSOR MASTERY AND THEN YOU ADD IN FERVOR OF BATTLE THAT GIVES BONUS DAMAGE AND STACKS PAIRED WITH HER Q AND THE FACT THAT SHE SCALES ON CRIT AS WELL. ITS A COMBONATION OF THESE THINGS, AS AN ASHE PLAYER WHEN I CAN TAKE DOUBLE EDGE SWORD DO 3% MORE DAMAGE (I KNOW I TAKE 1.5% MORE) SO NET GAIN OF 1.5% FOR 1 MASTERY POINT THEN ADD 2.5% MORE DAMAGE FOR ANOTHER MASTERY POINT THEN THROW IN FERVOR OF BATTLE FOR ANOTHER MASTERY POINT MY DAMAGE IS AMPLIFIED THEN USE MY Q TO PROC ALL OF THIS AND ADD IN A CRIT BUILD WITH ATTACK SPEED.
