Please add the icon and tooltip for Dragon buffs regardless of whether or not a team gets a Dragon

For gameplay clarity's sake, I think it's important for people to understand what different Dragons do and what their buffs are. The text for non-acquired buffs and the icon can still be greyed out like usual but can we please have this piece of information right off the bat instead of when we get a Dragon buff, now that we have different types of Dragons? Not everyone remembers what these Dragons do and their consecutive buffs, and not everyone reads the patch notes.

While you are at it, you can do this with every other acquirable universal buffs in the game too (Rift Herald, Baron, red and blue buffs). It won't clog up the UI as long as you keep the tooltips pop-ups.
