I'm not exactly sure how to explain this but...

Why is it meta to rush leveling one skill to max on every champion then level another skill instead of evenly leveling all the skills at the same time?

i.e. Levels [1:11] = Q,W,E,Q,Q,R,Q,W,Q,W,R vs Levels [1:11] = Q,W,E,Q,W,R,E,Q,W,E,R

I guess it comes down to what is your champs bread and butter or which ability has the most impact. Example: Aurelio Sol stars work as his w. This is his most important mechanic for clearing and consistent harass. Sure he has his Q, but it has a decent cooldown and damage scaling on it is not the best. If he were to evenly distribute points then he would be missing out on his power spikes with his W. I'm not sure if that makes sense or not.

I guess its a trade-off of do I want a few mediocre abilities more often or one heavy hitter as often as possible. Now I wonder if this was Riot's intended design or something that caught on. I also wonder if certain champs this isn't an optimal play-style. Are there any champs you wouldn't max a single ability first?

Most abilities scale linearly with points, so if you gain more benefit out of a point in Q over W, then that’s going to continue to be the case until you can no longer put points in Q.

Most champions don't equally value all their skills so some skills are just prioitised more in a vacuum, plus mana costs usually don't scale up as fast as the skills damage, so it's more mana efficient to have one big spell instead of 3 more well rounded ones.

Theres a handful of champs where partially levelling a skill is viable or even optimal, but they're pretty rare.
