dodging needs to be less punishing

like if i get someone who instalocks ap yorick jungle and then spams dodge on macro should i be the one to have to be waiting? i think that the lp should be reduced but the time should be like 1 minute and ramp up to 3 then 5 then 10, and also why do we lose a promo game for dodging like wtf why do we need a even bigger punishment for not wanting a troll in a more important game
