should some "off meta picks" be punishable?

before you attack me for saying "aaaaaa if u dont play the meta slave champs ur a troll!11!" hear me out. i dont mean stuff like ap nunu, attack speed lulu, tank vayne or something like that. those things might not be as good as other things but they actually do something. ap nunu has ap scales e and ulti, lulu passive goes well with a/s, idk why tank vayne works but w/e. The "off meta picks" im talking about are shit like ap urgot support , full movespeed teemo mid, or ap yasuo support in ranked. you know stuff that is ridiculous picks that signifigantly make it harder to win the game because you want to make your team lose without "int feeding" and being protected under the "off meta" argument. While i see the argument that you should be free to play whatever you want its literally stupid to be able to literally hinder your team by a huge amount with no consequence. how about if someone builds ap or mana on a champ that doesnt use it at all, or attack speed on like viktor or nunu they should get a 10 game ranked ban, progressing to a 1 week ban 2 week ban and then perma if they continue to hinder teams with their troll picks.
